We would like to welcome you to New Horizons Learning Center.  We are an “Alternative School” and in keeping with that designation, we like to take pride in actually being an alternative.  In my mind an alternative school means that something is different here from what the norm is amongst the other public schools.  Whatever that something is, it must be something more than just a new location.

 

So how are we different?  First, we offer much smaller classes.  Our students are many times in classes that have six kids and rarely over ten kids.  In these classes are a minimum of two adults – one teacher and a paraprofessional in most cases.

 

Furthermore, we review your kid’s academic progress and achievement on an ongoing basis.    Quarterly, we assess whether your child is on track to achieve promotion - or graduation, if applicable.  Weekly, professional teams meet to discuss students of concern at that moment.  We brainstorm possible strategies to remove obstacles to their progress.

Students are giving multiple opportunities to assess for mastery of benchmarks and standards and each student is evaluated based on his/her individual case.  We provide engaged learning activities for our students.  That means we provide learning activities that involve their active participation, multi-media presentation, and authentic real-world assignments.  We are striving yearly to be better at these things.

 

My ultimate goal for our students is to see them graduate – all of them ideally.  We work to get them on track to get a High School Diploma, a GED, or a referral to other educational tracks such as Haney Vocational Center.  It is our belief that we can get our students to the point they can fulfill their goals eventually.  If a kid wants to attend college, and they are working towards a standard diploma, that is a definite possibility for them.

We hope that, in offering a real alternative, we can raise student confidence levels and expectations for themselves in life.  We hope to be a force for positive change in their lives.

 

We have a guidance counselor at middle school and high school levels and two social workers who work tirelessly to assist students with their academic and other needs.  Feel free to contact them.

SELECTIVE DRESS

 

Appropriate dress is the primary responsibility of the student and his/her parent or guardian.  In order to promote safety, personal hygiene, academic well-being, and moral development, students shall be expected to comply with reasonable requirement relating to dress, grooming and personal appearance.  Students are expected to come to school in uniform with proper attention having been given to personal cleanliness, grooming and neatness of dress.  Any interpretation of the uniform that is required of this policy shall be the responsibility of the principals of each school; otherwise, the policy shall be enforced as written.  Any such interpretation required by a principal may be appealed to the Superintendent whose decision shall be final.  Students transitioning to New Horizons Learning Center from other Bay District schools will have 1 week (5 school days) to be in dress code compliance.  Students transitioning from a school district, other than Bay District, will have 2 weeks (10 school days) to be in dress code compliance.

 

The following is the uniform for grades 6-12 at New Horizons Learning Center:

 

Tops:

·         Navy or White Polo shirts

·         Small manufacturer’s trade mark is acceptable

·         School Sponsored T-Shirts

·         Students on Level 4 may wear any solid color polo shirt

 

Bottoms:

·         Khaki pants, shorts or skirts

·         Students on Level 4 may wear jeans. (No colored stitching and no hip huggers)

·         No sagging is permitted

 

Shoes:

·         Closed toes and closed backs (Shoes must remain on feet)

·         No sandals

·         No high heels

 

Sweaters/Sweatshirts:

·         Pull-over sweatshirts (without hoods) in only two school colors: Navy Blue or White

·         Must be solid color (unless school approved spirit or club shirt)

·         Small manufacturer’s trade mark is acceptable

·         Jackets without a hood are permitted and may be any color

 

Other:

·         No jewelry

·         No hanging key chains

·         No head gear except winter hats.  Winter hats must be left in homeroom classes.

·         Uniforms required during normal school supervision hours and on approved field trips.

·         Jackets/Coats - no restrictions for cold or rainy weather (without hoods).  Students may wear jackets/coats in the classroom at the teacher’s discretion.

 

Discipline for violating this policy shall be as follows:

 

First and second offense consequences are:

1.   Notification of parent or guardian, each and every time student is not in correct dress.  Change of inappropriate attire to appropriate uniform dress.

2.  While out of dress code, students will not earn points, under the Dress Code category found on the point sheet.

3.   While out of uniform student must have shirt tucked in, no sagging of pants, and must  

      follow all New Horizons uniform dress rules.

 

Chronic dress code violators will be referred to guidance for further disciplinary actions.***

 About New Horizons Minimize

 

New Horizons

New Horizons Learning Center was created in 1997 and classified as a Second Chance School by the Florida Department of Education. That meant we had a unique opportunity to serve a special population of high-risk students. In 1995 the Florida Legislature amended the Dropout Prevention Act and created, in section 230.2316(3), Florida Statutes, the Second Chance Schools Program for students who are severely disruptive, violent, habitually truant, or are adjudicated. Two features of Second Chance Schools differentiated them from traditional schools and alternative education programs. 

  • First, they were provided flexibility through waivers to state requirements in several areas, including curriculum and service delivery. 
  • Second, school districts entered into cooperative agreements with at least one community partner (e.g., Department of Juvenile Justice, private providers, local law enforcement agencies, or other agencies) to provide academic, vocational, social/emotional, health, and other necessary services.

Most recently, New Horizons dropped the Second Chance designation since the waivers once needed to operate are now in state statute. However, we still serve the same categories of students as noted above.

In the 2008-2009 School Year New Horizons was designated as a Title I school. With this designation comes the expectation for improved student performance and additional funding to help reach this goal.

We are a district school, just like any other school in Bay County, and abide by the same policies and regulations, as well as taking all the state required tests, such as the FCAT. Our entire staff is employed by the Bay County School Board. We use the same Sunshine State Standards every school uses, but we are very focused on providing life skills, social skills, employability skills, and anger control skills that will form the basis for students transitioning back to regular schools or into jobs in our community.

Facilities 

At the start of 2007-2008 school year we moved into a new facility that was designed and built for our mission. Our facilities include 22 classrooms, a multi-purpose cafeteria/auditorium, a Physical Education pavilion with a softball field, and a dedicated media center with an integrated computer lab and ITV studio. Our new facility is designed for maximizing student and staff safety while creating an inviting learning environment. Access to the facility is through a controlled single point, which includes a metal detector. Security is further enhanced by a security fence that controls student movement and a campus wide securitycamera system that can be monitored by the SRD and the Administrators.

PBS is a data driven program to target student behavior. Through data analysis, PBS provides a way to recognize appropriate behaviors and intervene when necessary. For more information on PBS click here.

Enrollment Procedures

Enrollment in New Horizons Learning Center is based on the following situations:
 
· We serve as Bay District School’s 6-12th grade center-based school for students designated as EBD (Emotionally Behaviorally Disturbed) students. EBD students are placed through the Exceptional Student Education staffing process, and New Horizons is their home school.
· Students are referred from District Middle or High Schools. School Child Study Teams assess a student’s individual needs and recommend students who they feel would best be served by New Horizons’ program.
· The Bay District School Board may place a student at New Horizons as an option in the expulsion process.

Title I School-wide Program Schools

Title I schools may consolidate and use funds from Federal, State and local sources in order to upgrade the entire educational program of the school.  The following schools are Title I school-wide program schools:  Cedar Grove Elementary, Lucille Moore Elementary, Millville Elementary, Oakland Terrace Elementary, Patterson Elementary, Springfield Elementary, Waller Elementary, St. Andrew School and New Horizons Learning Center.
